TEA issues school finance and special education updates

TEA revises tax rate and MCR template 

In a Public School Funding Update released on June 24, 2026, TEA announced a revision to the Tax Rate and MCR Template available on the State Funding webpage. The updated template corrects the prepopulated data in Cell D7, "TY 2025 Value Lost to the Local Optional Homestead Exemption," on the LPVS worksheet tab. Districts that downloaded the original version of the template should replace it with the revised version before estimating their Tax Year 2026 Maximum Compressed Rate (MCR) and related tax rate calculations.

TEA noted that the template is provided for technical assistance purposes only and does not replace the requirement for districts to complete the Local Property Value Survey (LPVS) in order for TEA to calculate and approve an official MCR.

As a reminder, the LPVS will open July 18. MoakCasey will host a webinar Friday, July 17 to guide districts through this submission (more details on that will be emailed out in early July).

TEA and Region 10 announce Summer Special Education Data Support Grant

TEA and Region 10 have opened applications for the 2026 Summer Special Education Data Support Grant to assist districts and charter schools in preparing for implementation of the state's new special education funding framework. The $11-$12 million in funding available statewide through this grant is intended to support efforts during the summer to review special education data in preparation for the transition to an intensity of services-based system.

To be eligible, school systems must meet minimum student count requirements and submit at least 10 percent of students receiving special education services through TEA's early data request process. Applications are due by August 6, 2026. Additional information, eligibility requirements, and application materials are available through the Summer Special Education Data Support Grant webpage.

Eligible schools can receive a maximum award equal to the number of special education students at Fall 2025 Snapshot divided by 2 times 25. (200 students = 200 / 2 * 25 = $2,500.00) 

School leaders should be mindful of how this one-time funding may impact MOE requirements. This question and others are addressed in this FAQ released by TEA and Region 10.
