Almost always one of two things, and both are fixable.
Most email programs hide images until you say otherwise. It is a privacy setting, not a fault, and it applies to every sender.
If that fixes it, nothing else is needed.
If images are still missing after that — or if the whole message looks like plain text with no formatting — the filter sitting in front of your district's mail is removing them before they reach you. You cannot change that yourself, but your IT team can, in about a minute.
What to send your IT team

authenticated with SPF, DKIM and DMARC. We subscribe to their updates and the
images and links are being stripped.”
A domain allowlist is the thing to ask for. Some filters offer to allowlist a sending IP address instead — that works until the sender changes mail infrastructure, and then breaks silently. A domain entry keeps working.
