The State Board of Education met last week for its first quarterly meeting of 2026. The team at MoakCasey has compiled a few key updates for you below. You can review the full agenda here.
IMRA Cycle 2026
The Board approved 500+ instructional materials submissions to be reviewed through the Instructional Materials Review and Approval (IMRA) process. An overview of this process can be found here; final decisions on the 2026 cycle will be determined in the Board’s November meeting.
Implementation of HB 27 (Personal Financial Literacy course) and SB 2314 (Direct Admission program)
The SBOE gave initial approval to rules concerning HB 27 and SB 2314. These rules will now go out for public comment before final adoption.
HB 1605 Literary Works Requirement
One provision from HB 1605, the 2023 law that created IMRA, is that the Board must adopt “at least one literary work to be taught in each grade level.” You can review the TEA’s recommendations that were brought to the Board for their consideration here. Ultimately, the Board voted to postpone discussion on this likely controversial item until its April meeting.
Parental Rights Training for School Board Members: SB 204
SB 204 requires training for school district trustees concerning parent rights of public school students. The State Board of Education is responsible for developing the curriculum and approved its initial rulemaking for this portion of the bill. This proposed rule will now go to public comment before final adoption.
Generation 31 Charter School Update
TEA staff provided the Committee on School Initiatives with an update, but the Board was not posted for any action on this topic. Information about this cycle and the application process can be found here, and the board will vote on this year’s applicants during its June meeting.
